Procurement Manager

Job Introduction

To support the Head of Procurement in the delivery of agreed objectives in line with the Procurement and NNL’s strategy, the role is responsible for improving, implementing and maintaining a full suite of Procurement & Supply Chain processes, undertaking robust probity checking and ensuring Governance is undertaken in line with approved delegations, NNL Policy and UK Legislation.

The location for this role can be flexible across the NNL sites.

Role Responsibility

The main responsibilities for the Procurement Manager will be:

  • Support the Head of Procurement in delivering the NNL Procurement & Supply Chain Strategy, taking responsibility for ensuring that processes & procedures, across the full procurement and contracting lifecycle are robust and compliant with Government Legislation, NNL Policy and NNL’s delivery lifecycle.
  • Take responsibility for ensuring that all changes to Legislation and Policy, e.g. Procurement Policy NoteOfficial (when complete) Page 3 of 6 Official (when complete) IMS-F-RRF v5 changes, are fully actioned and implemented within NNL Procurement & Supply Chain procedures, processes are routinely mapped and held on file.
  • Ensuring an auditable library of changes is maintained and that all relevant NNL persons are trained and confident in utilising new procedures. Undertakes horizon scanning and considers external best practice to minimise the disruption to business as usual activities through planning.
  • Takes ownership of the Procurement & Supply Chain Continuous Improvement process by identifying improvement areas, assessing suggestions made by others making go/no go decisions, prioritising and making the improvements where suggestions will be taken forward or, where necessary, delegating the improvements to direct or indirect reports.
  • Supports the Procurement & Supply Chain team to achieve and maintain the highest possible quality during the procurement lifecycle by undertaking robust 2nd Line Assurance on the outputs of the processes e.g. ITT documents, providing feedback, coaching and mentoring where appropriate to help others improve. Where appropriate, arranges for 3rd Line Assurance to be undertaken by others is responsible for the co-ordination of the 2nd Line Assurance Plan, EHSS&Q Plan and Risk & Opportunity Management ensuring that relevant compliance monitoring of procurement policy is taking place and that where relevant appropriate actions e.g. Task and Behavioural Based Observations are raised and actioned.
  • Takes responsibility as the main point of contact for all internal and external audits and interventions, co-ordinating others involvement where required and ensuring that improvements identified are managed and implemented effectively and recorded through the correct systems. Is accountable for the outputs from direct reports, including supplier health checks (outputs from Rizikon), category/spend data, reports to support SRM and Contract Management and MI dashboards ensuring that the data presented is accurate and has been analysed appropriately. From the data produced identifies areas for further action e.g. product code spend would benefit from a frameworkset-up or contract leakage is identified and presents to the Procurement & Supply Chain Management Team for action.
  • Works with colleagues within Commercial, Legal and Procurement function to identify appropriate subjects where sharing information through various routes, including Lunch and Learns or Roadshows, would benefit the team, function and wider NNL. Agrees and approves content for internal training and undertakes presentations and/or communications to deliver key messages and information. Is responsible for internal communications on Procurement & Supply Chain related matters, including oversight of the contents of the Sharepoint pages on Nucleus across the Commercial,Legal & Procurement function and the sSupplier area of the NNL Website.

The Ideal Candidate

Essential skills for the Procurement Manager:

  • CIPS qualified to minimum Level 4 and recognised as a procurement professional
  • Extensive experience in Public Sector procurement including a variety of procurement routes and knowledge of exemptions
  • Strong negotiating and influencing skills at all levels and able to juggle competing priorities
  • Must be able to hold people to account, support the development of direct reports and wider team
  • Significant experience of contract and supplier management
  • A good technical appreciation of the range of procurement categories
  • Excellent analytical skills
  • Excellent interpersonal skills
  • Excellent organisational skills

Desirable skills for the Procurement Manager:

  • Project management skills / awareness
  • MS Visio and Project user
  • Business World user – able to export data
  • Experience of working in a fragmented team across multiple locations
