Lead Security Liaison Officer

Job Introduction

A rare opportunity has arisen for a Lead Security Liaison Officer (SLO), based in Central Laboratory, National Nuclear Laboratory on Sellafield Site, to provide management of security in a highly regulated industry.  The SLO provides a local point of contact and ensures that security requirements, both Regulatory and NNL Policy, are cascaded throughout the business.

You will ensure the delivery of an effective security service and emergency response capability to the facility, acting as the point of specialist advice to the Facility and contributing to the overall security performance of the Company as part of the Group of Security Specialists.
 

The post holder will be expected to:

  • Develop, obtain approval and maintain the facility’s Nuclear Site Security Plan.

  • You will also ensure access to the facility is controlled in accordance with the Nuclear Site Security Plan.

  • Ensure personal and professional training and development of staff in security matters to deliver an effective and suitably qualified and experienced function, acting as coach and mentor as required.

  • Provide effective Stakeholder Management with appropriate external authorities/bodies such as Police and Fire Service on security or emergency matters.

  • Be an excellent decision maker and communicator with demonstrable experience of Risk Management and knowledge of Law Enforcement.

DV (Developed Vetting) clearance would be desirable but not essential, however you will require to be security cleared and this can take several weeks.

Role Responsibility

  • Identifying local threats, vulnerabilities and assets for their areas of responsibility
  • Carrying out risk management reviews
  • Developing local procedures & instructions to mitigate the risks identified
  • Communicating as required with internal and external stakeholders and liaising with the Head of Security as required
  • Monitoring and reporting on compliance with NNL security standards
  • Ensuring that security incidents are responded to, and then reported, allowing onward reporting (where required e.g. ONR) to be carried out in a timely manner
  • Carrying out security investigations where appropriate
  • Acting as local contact for security advice
  • Ensuring compliance with the Nuclear Industries Security Regulations 2003 (NISR), Security Policy Framework (SPF) and other relevant legislation
  • Taking a primary role in their area of responsibility for the raising of security awareness, education and training
  • Maintain a detailed knowledge of local emergency arrangements and relevant contingency plans
  • Liaise with internal and external auditors/inspectors as required and ensure that audit actions and recommendations are completed
  • Providing oversight of the requirements of any accreditation processes
  • Interface locally with wider site projects affecting the facility

The Ideal Candidate

Essential Skills/Qualifications:

  • Demonstrable ability to communicate with stakeholders and manage regulators
  • IOSH Managing Safely

Desirable Skills/Qualifications:

  • Experience of working in a nuclear environment
  • CPNI or other  Security Training course undertaken
  • Experience of working in a security role
  • Experience of Emergency and Business Continuity planning
  • DV cleared
