RAP Construction Liaison Manager

Job Introduction

The RAP Construction Liaison Manager holds a highly visible position of authority within NNL supporting the Joint client duty holders and operations/construction teams to deliver a safe and successful project during the planning, execution and close out of the RAP construction project.

In doing so they shall be responsible for the safe collaborative working and integrated planning of all RAP activities ensuring that disruption to NNL building residents, NNL BAU and Construction activities are minimised and continued compliance to all regulations governing the Central Laboratory building, facilities, and Site Licence Conditions.

The ideal candidate will be experienced using collaborative safe working practices, able to lead planning activities and be familiar with the Central Laboratory facility and operations.

Role Responsibility

  • Jointly Accountable for assurance of CDM Client responsibilities (NNL & SL), ensuring these are met through oversight and inspection, being the CDM client’s eyes and ears on the ground.
  • Accountable for ensuring RAP Displacement, Strip-out, Demolition, Construction and subsequent Commissioning activities are integrated into the overall facility BAU delivery plans acting as the link between NNL and the RAP ADT ensuring that disruption to either party is avoided or minimised.
  • Preparation of reports as required by line management/business
  • Enabling the continued security of operations in line with NNL security policy??
  • Effective Management of all the key stakeholder groups involved in the daily delivery of NNL Operations, Maintenance, Projects delivery alongside RAP delivery.
  • Lead the morning POCC enacting the “Primacy Arrangements” ensuring disruption to NNL and RAP project activities is avoided or minimised.
  • Lead on enabling access for construction/project personnel ensuring all visitor pass and induction requirements are adhered to by the RAP ADT and all are properly inducted by NNL
  • Liaise with NNL Integrated Delivery Management Process (IDM) and Work Planners to ensure work packs, Permissioning of work is aligned to NNL’s work planning processes ensuring any clashes are mitigated
  • Liaise with RAP Construction Management team in ensuring work planning is efficiently managed.
  • Immediate escalation of any prioritisation issues that cannot be resolved through the POCC via the agreed NNL-SL-RAP Governance Process.

The Ideal Candidate

Essential Skills/Qualifications

  • Experience and knowledge of CDM 2015 regulations
  • Practical & relevant experience in a compliance role.
  • Holds IOSH Managing Safely or equivalent as a minimum qualification.
  • Operations experience in highly regularised environment, managing interactions between parties
  • Strong relationship building, collaboration and influencing skills.
  • Strong ability to work flexibly - managing changing and competing priorities and absorbing new information rapidly to address complex issues.
  • Experience in managing multiple work streams to achieve high priority objectives
  • Ability to become SC/DV security cleared
  • Ability to become a Classified or Monitored Worker
  • Proven organisational ability in enabling collaborative working within operational/construction industries
  • Must demonstrate an ability to analyse and interpret information from several, sometimes conflicting sources, with a proven problem-solving ability in order to make decisions based upon this information.
  • Highly motivated with the ability to manage stakeholders with differing priorities and communicate with all parties effectively
  • A thorough awareness of conventional safety and security requirements applicable to their area of responsibility.

Desirable Skills/Qualifications

  • Holds NEBOSH General Certificate
  • Ability to be appointed Building Controller as applicable
  • Knowledge of NNL policies and procedures
