To deliver the Pan-NNL CISO and emergency exercise schedule under the direction of the NNL Emergency Manager and maintain the emergency arrangements Pan-NNL at an immediate state of readiness.
Main Responsibilities for Emergency Planner:
- Support the development of CISO function and Emergency Exercise Schedule(s) that provide adequate levels of training and exercising of response teams, meet all regulatory and stakeholder expectations and provide proportionate coverage of CISO function and emergency preparedness risks.
- Accountable for ensuring all emergency equipment and facilities including, Incident Control Centre, Access Control Point, Re-Entry Preparation Area or Building Control Point (as appropriate to Site) are maintained in a constant state of readiness.
- Ensure the completion of all exercises defined in the Exercise Schedule(s) within the timescales defined. They shall define aims, objectives and injects, act as umpire or evaluator, arrange resources and coordinate the running of all exercises. All drills and exercises are to be challenging and provide adequate training and evaluation of the Response Teams for their area(s) of responsibility. They shall be responsible for supporting the Emergency Manager ensuring each Incident Response post holder gets at least the minimum defined training for their role necessary to maintain SQEP status.
- Where an exercise, drill, local, industry or national event identifies learning, areas for improvement or any shortfalls, they shall be accountable for developing and implementing corrective actions. This may include a major overhaul of emergency response arrangements and associated training. All significant shortfalls are to be brought to the attention of the Emergency Manager for implementation.
- Engage with stakeholders, both internal and external, to support operations and deliver the exercise schedule, including the Civil Nuclear Constabulary, Civilian Guard Force, Fire and Rescue and the site licence holder.
- Conduct coaching and mentoring to CISO function and Emergency Response post trainees to achieve at least the minimum defined training for their role necessary to achieve SQEP status.
- They shall ensure that sufficient individuals are trained, appointed and available to cover CISO function and emergency roles at each facility accounting for sickness, leave and natural attrition, without unduly burdening any single individual(s).
- Maintain a working knowledge of applicable regulations, processes and industry best practice.
- Proactive in Continuous Improvement: Promote best practice within the function by, for example, actively participating in Operational Experience Feedback (OEF) briefs and implementing learning identified from other facilities.
Essential Criteria for Emergency Planner:
- Detail orientated, and able to work to stringent deadlines within a regulated environment.
- High levels of integrity and the confidence to challenge the behavior of others.
- Evidence of self-motivation with demonstrable levels of drive, energy and resilience.
- Ability to communicate key information both verbal and written with customers, suppliers and stakeholders.
- Experience of remaining calm under stressful circumstances.
- Ability to obtain SC level security clearance (this includes but is not limited to identity, employment, financial and criminal record checks plus 5 years’ worth of UK residency).
Desirable Criteria for Emergency Planner:
- Experienced in working in a regulated environment.
- Experience working within a CISO function utilising play books and exercising them.
- Experience of emergency planning in a major accident industry.
- Level 4 qualification (or equivalent experience) in an emergency planning or security discipline.
- Experience of security decision making and an understanding of security systems management.
- Has undertaken formal Emergency management and planning training (or equivalent), for example those provided by the Cabinet Office’s Emergency Planning College.
- Experience in security-based function.
