To provide NNL the economic and value analysis that is becoming an increasingly vital component of the Key Performance Indicators that are required for our HMG Shareholder, the Board, Customers and broader Stakeholders. Economic value provides a broader understanding of the Value of the work that NNL delivers that measures beyond traditional KPI's such as revenue or Profit. The role requires specialist knowledge and understanding of value beyond the skills that are available through traditional financial accounting methods. 

The location for this role is flexible and can be based at any of NNL’s office with the opportunity for hybrid working practices. 

Role Responsibility

Main Responsibilities for Economic Analyst: 

Customer and Business delivery requirements

  • Take responsibility for measuring the value from the work we deliver for our customers utilising the methodology that is adopted in the Technical Services Agreement with Sellafield Ltd.
  • Establish a Performance Indicator that enables economic value to be calculated, measured and reported to multiple stakeholders
  • Provide support to Business Planning to highlight economic value to financial assessments of business plan

S&T Agenda requirements

  • Track the level of economic value that is generated for the UK Nuclear Sector and key stakeholders via the Science and Technology agenda (via both internal and external means)
  • Work across multi-functional teams to provide case studies that demonstrates the broader economic value and associated social benefit of S&T projects and programmes that NNL delivers on behalf of the UK (including procured work)

Spending review requirements

  • Directly support the development of Economic cases for input into Spending Review proposals utilising the HMG Green Book methodologies
  • Provide assessment of Net Present Social Value for key investment proposals as part of Business Case submissions both internally and to HMG including the provision of sensitivity analysis 
  • Provide quantitative and qualitive economic analysis to investment proposals that underpin Value for Money considerations relating to use of taxpayer money.

The Ideal Candidate

Essential Criteria for Economic Analyst: 

  • Ability to obtain BPSS level security clearance (this includes but is not limited to identity, employment and criminal record checks). 

Desirable Criteria for Economic Analyst: 

  • Experience of delivering option appraisals, impact assessments and development of evidence-based business cases.
  • Experience assessing the wider economic, environmental and/or social impacts of a policy and using those to inform robust cost benefit analysis combined with a good ability to apply these techniques in a wide variety of contexts.
  • Familiarity delivering evaluations to measure policy impacts and learn lessons (demonstrably aligning to Magenta Book guidance).
  • Familiarity with the 2020 Green Book revisions and, ideally, experience applying them in a policy context.
  • Experience managing your own workload, and the work of others, to tight timelines, and with conflicting priorities.
  • Experience providing complex, economic analysis to non-economists in a clear, accessible manner, including the ability to draw out and simplify key insights from data.
  • Experience working in multi-disciplinary teams and building strong trust-based relationships with a diverse range of colleagues and stakeholders.
